Meeting the January 2027 deadline: how Cúram CEVS helps states navigate HR1 requirements

The New England States Consortium Systems Organization (NESCSO) brought state Medicaid leaders, federal partners, and solution innovators to Washington, D.C. for their Community Engagement Verification Services (CEVS) Summit. This summit created a space for open dialogue between vendors and states to share ideas and solutions. We were proud to participate, sharing our perspective on HR1 and demonstrating how Cúram and our new Community Engagement Verification Service can help states meet the mandate through trusted collaboration and industry experience.
Understanding the path ahead
HR1 mandates that states verify 80 hours per month of work, education, or qualifying activities—or confirm exemptions—before granting or continuing Medicaid eligibility. The challenge? Doing this accurately and efficiently for a large, dynamic population while minimizing manual processes and wrongful disenrollments.
To do this, states will need to rely on modular, interoperable solutions that integrate with their existing Medicaid eligibility processes that leverage existing electronic data sources, integrate with new sources of community engagement data, and provide easy to understand experiences for clients to understand how to comply with the new regulations. Additionally, states will need comprehensive analytics to help them understand the impact of community engagement requirements on their Medicaid population and seek ways to help clients maintain compliance on an ongoing basis.
Meeting HR1 requirements isn’t just about technology—it’s about trust, experience, and proven results. More than ever, it is important for states to have reliable partners that understand the complexity of health and human services and can deliver solutions that adapt and scale without disruption.
Meeting states where they are in their HR1 journey
The CEVS Summit was a multi-day event in mid-November that brought together over 80+ State Medicaid Agency (SMA) staff from more than 20 states to explore solutions that help states meet HR1 federal community engagement requirements.
Cúram had the opportunity to deliver a 75-minute presentation on our CEVS solution that automates the verification hierarchy, integrates with data sources, and manages the complex case life cycle for CE compliance.

This was a fantastic opportunity to engage in meaningful dialogue with states to ensure our proposed solution aligns with their needs. The key takeaways from conversations with states were:
